Some States do not issue titles or require registration.
Every state does have some type of ownership document. If the state does not issue titles or registration, they should have allowed you to keep the original documentation. If you have no such documentation, you will need to apply for a bonded title to register it in Arizona.

If you would like to properly sell the trailer you would need to apply for a bonded title. If you are selling it as is you can sell it with a bill of sale and it would be the new owner’s responsibility to apply for a bonded title.

I sold my boat with trailer, permanent registration. I kept the license plate for trailer that had the PERM tag on it. I have the purchaser the notarized and signed trailer title. He has since called me on his way home asking where the license plate is, stating it stays with the trailer. The plate belongs to you. It will show on the record if the two years to PERM status are complete and the new buyer will pay a small transfer fee when they register it in their name.

Most temporary tags are issued for 30 or 90 days. So you would have until the tag expires before you would need to register it. Yes you would need to register the trailer if you are planning on continuing to use it.

You can resuse the same plate when you register your new trailer. But unfortunantely, the Perm status stays with the original trailer and your new trailer would have to be registered seperately.
